The HSF
was founded in 1966 in Munich and has the legal form
of a registered society. It is one of the youngest
amongst the four German Foundations in India. The
Foundation has Liaison Offices in 54 countries and
single Project Offices in about 8 centers world.
The HSF receives grants from the Federal Republic of
Germany and the Free state of Bavaria: Its
activities are non-commercial, non-profit: making
and its accounts are subject to constant monitoring
by the Federal audit Office.
The foundation has five wings:
(1) The academy for Political science and
Contemporary History;
(2) The institute for Adult Civic Education:
(3) The Institute for Foreign Relations:
(4) The Scholarship Organization
(5) The Institute for International Contact
and Co-operation, which is represented in India
through its Liaison Office in New Delhi.The

“functions overseas; we are in India since 1996 and
cooperating with the FICCI Ladies Organization (FLO),
which is out active partner.
Our endeavor is to promote the principle of “self
help”. The partner-organization has not only to be
on the receiving end, but contributing as well. Only
through this kind of joint effort,
we feel, could a
dialogue become purposeful between India and
Germany.
Objectives:
With a view to promoting knowledge and awareness,
the HSF supports projects in the areas of community
development, education, health and environmental
awareness, management training and institution
building. The HSF also provides support for
Seminars, symposia and Presentations, in order to
help people to help themselves, and further up-date
their qualifications, skills and capabilities. The
Foundation’s educational programs are intended to: (i)
invoke through process and provide motivation and
awareness for independent action: and (ii) train the
participants to enhance their level of competence,
so that they become self-reliant and capable of
handing their professional problems with confidence.
For the smooth conduct of the programs, suitable and
qualified Faculty is drafted from India and Germany.
Faculty which has didactic experience and those who
are recognized experts in their respective fields.
Since 1996 the Foundation has been extending support
for about 35040 projects annually. These educational
workshops & training programs, proposed by the FLO,
are mainly for women, and spread all over India; the
three broad categories receiving out support are
1) Grass-root level or income generation projects
for the unemployed and for the artisans and craft
persons:
(2) Middle level or skill development workshops for
the educated youth; and
(3) Senior level or skill enhancement programs for
the managerial groups.
From 1996 up to the end
of 2005, nearly 11800 participants from all over
India have taken advantage of some 285 training
programmes/workshops/ seminars and symposia,
organized by FLO and supported by HSF.
